Job Description (PRINCIPAL SPATIAL ANALYST)
Basic Function: Analyzes and provides spatial representations of complex transit operational issues, investigates, and develops methodology for future processes, and develops, promotes and supports spatial understanding of Metro’s overall operations.
Example Of Duties
- Develops, evaluates, and applies Geographic Information Systems (GIS) procedures, computer applications, and statistical methods to the collection and analysis of a variety of transit operational data and displays visually
- Designs and produces spatial analyses depicting relationships of service-provision to service-consumption and other socio-economic variables by understanding the data and results, determining what needs to be generated, choosing the method, processing the data, and evaluating the results; spatial analyses comprise analytical techniques to determine the spatial distribution of a variable, the relationship between the spatial distribution of variables, and the association of the variables to an area
- Investigates issues and problems with ongoing operations service
- Designs data structures for others to use, including interactive maps, etc.
- Oversees General Transit Feed (GTF) production for public transportation schedules and associated geographic information
- Uses statistical software packages, such as Statistical Package for Social Sciences (SPSS), to perform descriptive, time-series, variance, and multiple regression analyses
- Develops procedures for ongoing production of graphic spatial analyses and geo-statistics related to proposed service changes by utilizing GIS based tools; developing, testing, and reviewing databases and production outputs; and recommending changes or additions to output records
- Develops customized graphic spatial analyses by conducting needs analysis, developing a GIS plan, and obtaining and manipulating appropriate databases to create shape files and metadata
- Develops analytical methods for special studies; gathers, interprets, and analyzes information and prepares and presents recommendations
- Devises strategies for collecting, analyzing, and using transit data
- Ensures service and performance statistics and other collected data are reliable and valid by collaborating with Metro Departments and outside agencies, investigating and resolving data related problems or issues, researching statistical applications, and applying tests
- Integrates HASTUS (service scheduling and dispatch software), Transit Access Pass (TAP), Advanced Transportation Management System (ATMS), and Spatial data to provide answers to complex questions
- Interprets and summarizes findings and makes recommendations to management
- Prepares comprehensive reports and correspondence
- Manages Patronage transit ridership processing for (NTD) National Transit Database reporting for bus operations
- Provides technical guidance and direction to other staff and consultants on research design, sampling strategies, and analysis methods
- Provides technical assistance to internal staff and outside agencies requesting for maps, geo-statistics, spatial analyses, and estimation validity-testing
- Represents department and Metro at meetings and conferences
- Communicates and implements safety rules, policies, and procedures in support of the agency’s safety vision and goals; and maintains accountability for the safety performance of all assigned employees

Requirements For Employment
A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a two-for-one year basis. A typical combination includes:
Education
- Bachelors degree in Statistics, Mathematics, Information Science, Geology, Planning, or a related field; Masters Degree in a related field preferred
Experience
- Five years of relevant experience performing statistical research, database management, data analysis, and spatial presentation; some positions in this class may require specialized experience in area of assignment; at least two years of transit-related experience preferred
Certifications/Licenses/Special Requirements
- A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
Preferred Qualifications

Knowledge:
- Research and statistical theories and methods
- Geographic Information Systems (GIS) software, such as ArcGIS
- Net script metaprogramming language
- Statistical Package for Social Sciences (SPSS) and other computer programs
- Database structures and GTFS (General Transit Feed Specification)
- Transit operations, including bus runs, work runs, layovers, short lines, interlining, foreign lining, planning (origins/destinations), bus safety, etc.
- Applicable business software applications

Pension Plan – PTSC retirement plan is the Public Employees’ Retirement System (PERS). Vesting is five (5) years. Minimum retirement age is 52, based on the 2% at 62 formula.
